How do I submit an Expression of Interest Form?

We will be accepting Expression of Interest Forms between September 8, 2025, and November 17, 2025, at 5:00 PM. You may follow the steps below to be entered into the random selection process (random draw).

  • Determine whether you meet the criteria outlined in the Program Details page.
  • Complete the pre-qualification survey here.
  • Once you complete the pre-qualification survey, you will proceed to enter the Expression of Interest Form online. Be prepared to provide the following details:
    • Selecting the floorplan type you are interested in (you may choose more than one).
    • Confirm whether you meet all requirements for the selected floor plan(s).
    • Full name, date of birth, contact details, status in Canada, and annual income of the primary household member.
    • The total household income, which is the total of line 23600 on the 2024 CRA Notice of Assessment for each household member combined, 16 years of age or older, that will occupy the apartment.
    • Full name, date of birth, status in Canada, and annual income of all additional household members.
    • Confirm consent and declarations stated, digitally sign and submit the form.
What is the Random Selection Process (random draw)?

All candidates who have submitted an Expression of Interest Form between September 8, 2025 and November 17, 2025 until 5:00PM will then be entered into a random selection process (random draw).

To ensure fairness, as part of the process, we will randomize the interest list once and lock the order of the list. We will then contact those candidates who are selected in sequential (chronological) order.

Candidates who are contacted will be asked to re-confirm and re-qualify the details of their submission before proceeding to the Application Process. 

How can I be assured that the Random Selection Process (random draw) is fair?
We have contracted a third-party provider to act as a fairness monitor to oversee the Random Selection Process (random draw). You can be assured that the list will not be tampered with, details submitted in each form will not be edited (changed) or deleted, and that the order of the list will be randomized once and locked. Lastly, candidates will be contacted in sequential order of the randomized list.
What happens during the Application and Screening Process?
Candidates who are contacted during the Random Selection Process (random draw) to re-qualify their submission and that wish to move forward with obtaining a lease for an affordable apartment will be invited to complete an online application.  

The online application is for a 12-month lease and will include a unit number assigned to the candidate based on the size of unit qualified for, and the desired move-in (occupancy) date.

The details of the application and eligibility will go through a standard screening process to verify all the required documentation. 
Are there any application fees, deposits, or first and last months rent that I need to worry about?
First and last month rent is expected to be paid in full at the time of occupancy in order to receive access to the apartment.

There are no additional deposits or application fees required.
 
How long is the lease term?
The lease term is for a 12-month agreement. 

At the end of the lease term, your tenancy is subject to an annual rent increase as per the Ontario rent increase guidelines. A rent increase guideline is the maximum amount a landlord can increase the rent. As such, your rent may only be increased as per the annual guideline.
Are the apartments rent-geared-to-income?
No, these apartments are not rent-geared-to-income.

The apartments are rented at 100% of the Average Market Rents specified by the City of Toronto’s 2025 Average Market Rents guideline.
Is subletting or assigning the apartment allowed?
Subletting or assigning the affordable apartment/suite is not permitted.
How will affordable housing residents receive their monthly utility allowance?
The monthly utility allowance will be deducted from the gross unit rent (ie. rent plus any rentable items) - refer to the table below. The resident will only need to provide the rent payment that is less the monthly utility allowance.

However, since utility costs are not included in the rent all residents will be required to set up their own utility account with the pre-selected third-party provider and pay for their utilities separately. The utility allowance deducted from the gross unit rent is intended to assist residents pay the utility costs. Should utility costs exceed the monthly utility allowance, you will be required to pay the additional utility charges.

Will residents of affordable units have to report their income annually?
No. Residents will not be required to report their income annually. Household income verification is only required at initial application.
Do all affordable housing units come with a storage space/locker?
Yes, all affordable units come with either a large storage space inside the unit, or a designated locker space in an external locker room.
Do affordable housing residents have access to all amenities?
Yes, all residents can use all the amenities.
Will duplicate Expression of Interest forms be accepted?
Upon closing the Open Market Call, the locked, randomized list of Expression of Interest forms will be reviewed, and duplicate Expression of Interest form submissions will be removed, and the registrant will be advised.
Do I qualify for a larger unit if a member of the household is pregnant?
Documentation from the pregnant household member’s primary health care provider (certified by the Province of Ontario), confirming pregnancy, would be required to confirm eligibility for a larger unit, if selected in the Random Draw stage.
Do I qualify for a larger unit if I am a single parent with periodic custody of my children?
Yes, provided that you are able to submit proof that a minimum of 48 days custody per year is written in the agreement.
Am I required to have tenant insurance?
Yes, you are required to provide proof of enrollment in a tenant insurance program. For your convenience, we’ve partnered with a tenant insurance provider called LeaseTrack that you can enroll with at $21.95 + HST per month. Should you not provide proof of tenant insurance with a third-party provider, you will automatically be enrolled in the LeaseTrack program and charged accordingly.
